Frequently asked questions

Straight answers on eligibility, documents, EMD, licences, the tender process and our services.

Getting started

What documents do I need to start bidding on government tenders?

Typically PAN, GST registration, Udyam (for MSMEs), bank details, a Class 3 Digital Signature Certificate, and proof of your business address. Many tenders also ask for audited financial statements, ITRs and experience certificates.

Can a new business bid on government tenders?

Yes. Many tenders are open to new firms, and eligible startups and MSEs may get relaxations on prior experience and turnover where the tender allows it. We help you find tenders you can qualify for now.

What is a DSC and why do I need it?

A Digital Signature Certificate is used to sign and encrypt bids on e-procurement portals. Most portals require a Class 3 DSC for bidders.

Do I need to be registered on GeM?

For selling to government buyers through the Government e-Marketplace, yes. For tenders on CPPP or state portals, you enrol on those portals separately.

EMD, fees & MSE benefits

What is EMD?

Earnest Money Deposit is a security amount submitted with a bid to show you are serious. It is returned to unsuccessful bidders after the process, as per the tender terms. Some tenders accept a bid security declaration instead.

Are MSMEs exempt from EMD?

Under the Public Procurement Policy for Micro and Small Enterprises, registered MSEs are generally exempt from paying tender fee and EMD for the category they are registered in. The specific tender’s conditions always apply, so we check each one.

What is purchase preference for MSEs?

Where a tender allows it, MSEs quoting within a set band of the lowest price may be allowed to match the L1 price for a portion of the order. It depends on the tender and item.

Our services

Do you guarantee tender award?

No consultant can. Award depends on the buyer’s evaluation and your price. We make your bid complete and compliant so it is judged on merit.

How are your fees structured?

We offer per-tender support, monthly retainer plans and training fees. After a free first conversation, we send a written quote before any work starts.

Do you keep our documents confidential?

Yes. Documents are used only for your work, shared only with your consent, and you keep control of your DSC and portal passwords.

Do you work outside West Bengal?

Yes. Most tender work is online, so we support clients across India.
