How registered micro and small enterprises can save on tender fee and EMD, and where the rules stop.

MSE benefits5 min read

Earnest Money Deposit can tie up working capital, especially when you bid on several tenders at once. The Public Procurement Policy for MSEs helps registered micro and small enterprises by exempting them from tender fee and EMD in many cases.

Who is eligible

Generally, micro and small enterprises with a valid Udyam registration for the goods or services being procured. The registration must cover the item category in the tender.

Where to check

Look for the MSE clause in the tender’s instructions to bidders and the EMD section. Some tenders ask you to upload the Udyam certificate in a specific place to claim the exemption.

Common mistakes

  • Claiming exemption for a category not listed on the Udyam certificate
  • Name or address mismatch between Udyam, GST and the bid
  • Assuming the exemption applies to works contracts where the tender says otherwise

Rules and tender conditions change. Always check the current tender document, or ask us to review it.

This guide is general information, not legal advice. Always follow the conditions in the specific tender document.
