Your first government tender: a practical checklist

Everything to have in place before you download your first tender document.

Getting started6 min read

Most first bids fail for simple reasons: a missing declaration, an expired registration, or a file uploaded in the wrong slot. This checklist helps you prepare before you pick a tender.

Registrations

  • PAN in the business name
  • GST registration with the correct principal place of business
  • Udyam registration (for micro and small enterprises)
  • Current bank account with a cancelled cheque
  • Trade licence and any category licence for what you supply

Digital readiness

  • Class 3 Digital Signature Certificate for signing and encryption
  • Enrolment on the Central Public Procurement Portal and your state portal
  • GeM seller registration if you sell standard goods or services
  • A computer with the browser and DSC drivers the portal supports

Financial and experience records

  • Audited balance sheets and profit & loss for the last three years
  • Income tax returns
  • Work orders with completion or satisfactory performance certificates
  • A turnover certificate from your CA if tenders ask for it

Before you bid

Read the eligibility section first. If you do not meet a mandatory criterion and the tender offers no relaxation, do not bid. Spend that time on a tender you can qualify for.

This guide is general information, not legal advice. Always follow the conditions in the specific tender document.
